The U.S. Department of Transportation has multiple programs that provide assistance for transit-oriented development (TOD). This includes financial assistance and technical assistance for the planning and implementation of TOD. Join us for a webinar with representatives from FTA and the Build America Bureau (Bureau).
- The Bureau will provide updates on financing tools, including discussing Railroad Rehabilitation and Improvement Financing (RRIF) and Transportation Infrastructure Finance and Innovation Act (TIFIA) eligibilities related to TOD.
- FTA will discuss recent guidance and eligibilities relating to Joint Development, the TOD Planning Pilot Program, and any other emerging initiatives related to TOD.
- The session will highlight examples and best practices from past or ongoing projects – with hypothetical examples of how these programs could be used in innovative ways.
Speakers will provide a summary of other DOT resources, initiatives, and efforts to support TOD through tools, technical assistance, and financial support. There is also the potential to highlight some of the statutory changes from the Bipartisan Infrastructure Law (BIL) and National Defense Authorization Act (NDAA) that have implications for TOD projects, programs, and initiatives.

Robert Hanifin

Robert Hanifin is a project development lead for transit and transit-oriented development (TOD) projects at the U.S. Department of Transportation’s Build America Bureau. In this role he works with prospective TIFIA and RRIF borrowers to explore innovative project financing, partnerships, and delivery strategies to encourage public and private investment in infrastructure and community development.
Margaretta Veltri
Policy Analyst, Office of Budget and Policy, Federal Transit Administration, U. S. Department of Transportation, Washington, DC
Margaretta (“Mia”) Veltri is a Policy Analyst in FTA’s Office of Budget and Policy and serves as FTA’s liaison for Joint Development projects. Prior to joining the FTA, she worked as a Transportation Policy Advisor for a coalition of labor unions and environmental organizations, and interned in the United States House of Representatives. Ms. Veltri has a B.A. in History from DePaul University and a J.D. from the University of Wisconsin.
April McLean-McCoy

April McLean-McCoy works as a Community Planner in FTA’s Office of Planning and Environment, where she also manages the Pilot Program for Transit-Oriented Development. Ms. McLean-McCoy holds a Bachelor’s and Master’s degree in Psychology and a Master’s degree in Urban Planning.
